share the uploaded image via json payload

I am trying to pass my Image uploaded from a form to an external Url via JSON Tool. I get an error that the image was not accessible by us. So I tried to access the image URL while logged in the image was displaying. When I tried it in other browsers where I'm not logged in I get an error "Page not found" How to make this image accessible by the external URLs?
