file link datalist formatter cannot display the file (for anynomous)

This is about joget v6.
I have insert the file in the database using form.
I displayed all my files in a list. I am using file link datalist formatter for the upload file column and set to download as attachment. Then, I set my userview for anynomous (visitor).
But why I cannot download the file? there is an error appear said that the link cannot be found. But when I login, then I refresh the link and then the link can work. Why?
