Error in rendering (ltr instead of rtl)

I am using joget and arabic localization(rtl)
Sometimes the page loaded ltr instead of rtl like below:
when I refresh the page one or more times it will be rendered in correct way like below (rtl)
I tried in chrome and mozila firefox:
In chrome it gives me an error and in firefox :
Any Suggestion to solve this problem?
