TS file cant download after upload

Not sure if this is a bug or not, after uploading a ts file, I can't download it back in the next form even it appears the hyperlink link for download.
The hyperlink (localhost/jw/web/client/app/SandBox/1/form/download/testForm/101877c8-e15f-45c5-a88b-a87e9a5cb831/sample_640x360.ts.) just open a blank webpage without starting any download process.

What is the error?
Did you check the directory whether the document exists in it or not?

Try to check again the issue, this ts file can download from Firefox, but the download link will not work on Edge and Chrome
