Is there a way to grab info from a form, put it into an existing excel template, and enable users to download the PDF/Excel?

Yes, try checking the bottom right corner of your datalist .

You can click the PDF/Excel text as shown in the image above to download the file

Oh, so you mean you want to append(combine) multiple excel into one with the same template? I assume you want something like this?

As an aside, you can also import data into Joget using Excel to populate the data. Here are some links which might help you
