Using JSON Tool Workflow Hash Variables do not substitute as evidenced in the logs

I am using the JSON Tool and need to use Workflow Hash Variables in the API URL. However , when I do this, particularly to provide a filter value to the referenced datalist, I do not get the expected returned values. When I log at the System Log I see the JSON Tool URL API call but the Workflow Hash Variables are included in the URL as the text of the Hash Variable. Example: %23variable.le%23. I believe that I have done this sucessfully before. Here is an entire sample JSON Tool URL:
