You can change their roles in Admin Bar > Users > Setup Users > Edit User > Role(s)

Basically, Admin role allows them to create and edit apps. They can also interact with the apps like normal User role.

while User role don't have those features.

Thanks a lot for the answer. I had done get admin and user role for my system. I found that my enterprise license is free required me to get the license in general settings - purchase license. I can add more user in my system.
