Dynamic permission in a form

I've built a process to fill a form, user1 fill just one section, user 2 just another section, user 3 fill all the other sections, and in the end of the process the user 1 should see all the fields and finish the process. I'm trying to change the permission to allow the user 1 only read all the sections only in the end, in the begining I want the sections to be hidden from user 1. It's a really simple process.
I realize that the permissions rules in form are binary - authorized and unauthorized -, I want to create two different permission rules for two groups, one group will contain user 1 and the other user 3.
