i assign section in ui to specific user (admin, cat and clark). However, the process not functioning as expected.

i assign section in ui to specific user (admin, cat and clark). However, the process not functioning as expected.
when admin create contract, cat and clark should evaluate it but the list not appear. unlike when i assign everything to admin it appear.
it appear here.
when i change role, it not appear. (but appear in all list)

all list- CRUD
