How to the dynamically get the URL of the uploaded file to post to my API

I am trying to retrieve the uploaded file URL of the customer when they upload the file in the field. When they submit the form, it will run the process which will post to my API so that I can get the URL of the file uploaded. But I cant figure out what do I have to do get the URL.
If i run on local, I can get the latest file since it is in my own PC, but somehow local has error currently.
