Can I build custom plugin on community version and I can sale that plugin without sharing its source code?

Similarly Can I build applications on Community version and sale them

Hi, the community edition uses the GPL license so I think any plugins you build would also have to follow the terms of the GPL license https://en.wikipedia.org/wiki/GNU_General_Public_License#Linking_and_derived_works. I am not a lawyer so you might want to seek proper legal advice.
