I don't think of it as a bug.
The first category will remain hidden if it has a single element in it as the Janux theme expects it to be a welcome page.
In userviews, we usually create the home/welcome page in the first category followed by the other elements in different categories below.
This is why in the Janux theme, there's a Home button on the top right corner to redirect to the only element in the first category (which it expects to be the home page).
