Login restricted, only 10 users allowed in license

Confluence User - 21 Jul, 2016

I recently upgraded my users from 10 users to 20 users which means i upgraded and added 10 more user license but today, we started seeing the error "Login restricted, only 10 users allowed in license", may i know why?
