is it possible for a tool event to select a routing option?

Hi Guy's,
Hope you can help, please? 
I have a process, where the flow continues to a tool, which inserts data into a SQL database, after the insert, the process needs to be routed, with a decision, based on a database record-count, if all the records have been received, then the process must complete, otherwise , the SQL data script has to be executed again. is there any way that a tool, can be set-up to have a "route" object, without having a human activity, selecting the options for routing?
