Login restricted, license not activated for this system

i have created user for new organization, but after i create the user i can't login with new user and the program say "Login restricted, license not activated for this system" . Any idea how to solve this? (my joget workflow have license for 25 user)

Joget Workflow based your 25 user license on the first 25 user names in alphabetical order.

Try login with your admin account again and delete the the user(s) you are not using and ensure your new user created is within the first 25 usernames, in alphabetical order.
