Login restricted message for some users, not others?

I've been experimenting with community version 6 for a week now.
in the last day I've started getting the message "Login restricted, license not activated for this system" when i attempt to sign-on to the App Centre or in an app as some users, but not others. For example i can sign-on as the demo user cat but not clark.
I can not find a list of license restrictions but i currently have;
- 11 apps including the demo apps.
- 15 users including the demo users
- i have also recently set-up a second (in addition to joget) organization with departments and a couple of users (included in the 15 above).
Are any of the above likely to be triggering the restriction? Is there something else i need to consider?
