Is external LDAP server the only way to segregate user admin by organization or department?

Is use of an external LDAP server the only way to restrict access for user add/edit/delete by organization or department. The intent here is that those adding/editing/deleting users for Organization/Department A would not have access to see or add/edit/delete users for Organization/Department B.

Hi, you could try designing a custom app to manage users. There is one in the marketplace at https://marketplace.joget.org/jw/web/userview/mp/mpp/_/vad?id=APP_jusermanager-v1 which you should be to able to modify to add your custom restrictions.
