Not sure I understand...what joget configuration page are you referring to and what JSON file you wish to upload?
if you're planning to integrate with Google Cloud Vision API, you'll probably need to use JSON API Tool or Enhanced JSON Tool in marketplace.
the credentials can be inserted there. but if you want, you can put it as an app variable or set it as a plugin default properties so you don't have to key in the credentials all the time.
