My groups are not loaded when I choose to select permission lists by groups

I've created a custom workflow. The process can be initiated by any user that is logged in, the requester is mapped to the user group and the approver is mapped to the approver group. When I configure the permissions for the approver form I select group and navigate to Configure Userview Permission (Group). My organization shows up but the groups are not listed there. Is it suppose to automatically load or am I suppose to configure groups in permissions elsewhere?
