I did, but it seems that there is no mechanism for broadcasting. I can send notification to multiple groups but upon action from any single participant, notification disappears from all other participants. I want that separate threads to be created and maintained against every participant. I do want to store acknowledgement data against every participant.

If you require separate tasks to be assigned to different users at the same time you can either have a separate participant for person, or use an approach like in https://dev.joget.org/community/display/KBv6/Multiple+Approval
