Unable to connect to http://localhost:8080/jw

This was working properly. I had to reboot my Windows 10 VM.
And since then I am unable to connect to it. It says can't reach this page.
In event viewer, I see many entries like below:

If the event originated on another computer, the display information had to be saved with the event.
