Currently, the plugin organizes nodes in the following hierarchy: it first shows the department nodes, followed by the subdepartments under each department. Below each subdepartment node is the HOD (Head of Department) node, and the users within that subdepartment are listed as children of the HOD. The existing structure follows this order: departments → subdepartments → HOD of the subdepartment → users in that subdepartment.

Exactly, but i want to add another layer so the users in department appear below the user that they report to inside said department. And I'm a bit los tryint to do that.
